I'd prefer if it were Doctor Gero himself. Turns out that the Doctor Gero we saw in the Android Arc wasnt the real one, but an assistant of his that stole his identity and turned himself into a cyborg, deliberately making his new cyborg body look identical to his master. He almost got away with it too, until No. 17 did him in. But the real Gero has been hanging back, observing everyone from afar, and finally he's designed the perfect body for himself. You see, Gero has been transgender this whole time and finally has the technology to design the perfect vessel for her genius mind, superior in every way to what came before. Now full of confidence, she is ready to exact revenge on Goku and his friends!!!!!! Or maybe instead of some random assistant, it's a clone of Dr. Gero who runs amok? Gero tried to duplicate her genius with biotech but this clone thought he was the REAL Gero and tried to usurp her (she gene-edited the transgenderism out of him), turning himself into a cyborg and then subsequently designing No. 19. No. 16, 17, and 18 are legit creations of the real Gero, though. Thats why they're way more advanced than No. 19 and No. 20, because they were designed and built by the glamorous Gero, while No. 19 was built by the lovely cis-male version of Gero and No. 20 was that lovely cis-male Gero turned into a cyborg, the procedure performed by No. 19. And here I thought we got rid of WickedHate. A21's design fits with the 17/18 style, it's more early 90's fashion. I'd say "older sister" too, but the scans probably have some stupid blurb about her. Anyway, I hope they take this new character and give her some non-DBZ visuals just to counterbalance the "bigass beam" aesthetic of the game so far.

They should have unironically went that way with Bison in Street Fighter. Like the majority of his clone bodies he was trying to transfer himself to were female but then they introduced one or two that are male so I guess he's just not picky.

The technique thing is weird though, you'd think Tenshinhan would be higher. The weirder thing is that Yamcha has lower power and equal energy when he's usually the easily- broken melee guy to Tenshinhan's suicidal Ki guy.
