It is probably a combination of it being a holofoil card as Captain Baal mentioned and the fact that in the Super anime SSB often sits more on the teal side than a lot of other promo art and the new Shintani designs. Maybe they leaned into that a little harder when Vegeta went Extra Blue (tm) in order to differentiate. Either way there's no significant implication here, just some slightly off-model art

The darker blue is just so much more pleasing than the one used originally. Vegeta's Blue Evolved and Shintani's blue choice are definitely an improvement. That Vegeta card is...ugly.

The only characters that got Super forms that they didn't show in the series are Vegetto (Blue KK) and Cooler (Golden). In general though, Heroes rarely makes up new forms, it mostly gives forms to new users.
