Basically: if one of the teams has beaten (lost to) all of the other teams in the tie, it wins (loses) the tiebreaker; otherwise it goes to conference record; otherwise it goes to record in games against common opponents, if there are at least four of them; otherwise it goes into pretty arcane stuff like "strength of victory". Seahawks-Packers-Saints doesn't resolve on the first, despite the Saints beating the Seahawks, because they didn't also play the Packers. The first condition requires a total sweep; it's not, like, winning percentage in games between the teams. And that makes sense: it's fine to put the Saints over the Seahawks because of that win, but it'd be dumb to also put the Saints over the Packers because of that win. I assume the Saints lose in conference record for some reason.
