Shovel as much out as you can while it's wet, as triage. If the stairs and landing have a smooth finish the fresh concrete isn't going to bond well, so even if you walked away it would chip off mostly clean. Lots of detail cleanup after though from splatter, dust etc. It would be a poo poo job though, made worse by having to be careful. Typically pouring concrete on concrete for quality requires you tonroguhen the surface, add reinforcement bar, and a bonding agent. The bonding agent I had to get last time was called Moose Milk, a name you don't forget.

It's also possible to stop concrete from setting with incredible amounts of sugar. There are ways to fix this, but most rely on speed

There are ways to fix this, but most rely on speed This is how they stopped the "oops we accidentally pumped concrete into the switch gear of one the major London underground lines in the middle of the day" mess from becoming a complete and utter disaster. Particularly because a lot of it was solid state relays and I'd assume that anyone that knew how it was wired is now dead.
