edit: After reading the article It looks like they pay $2 billion a year for 5 years, with the first year as a down payment rather than pay-as-you-go, but the other years paid monthly. For 1% of Iraq's oil output. Kinda like a futures contract I guess.

One of my roommates will have that going on in the early AM and basically it makes me want to puncture my eardrums.

But you can find out things from the horror of walking by a TV blasting FN for like 30 seconds and one of them is that they are going to push this narrative/talking-point.

The typical modus operandi for these spies seems to be sucking old dude dick for access to chances to learn things they can tell their handlers in the consulates.

The quickest solution is to just make sure the old dudes have plenty of hookers available who are on the FBI's payroll. Muscle out the foreign spies by filling the vulnerability with a prophylactic prostitute.

The... Ming or Qing I forget actually started an 'anti-corruption allowance' for pretty much everyone employed in the government. The idea in the beginning is if you're not corrupt, you get some big bonus $. But then it became normal to just get the bonus $ and also be corrupt almost immediately

That allowance was a cash bonus wasn't it? Fungible goods aren't the same as services.

If you're looking at this as a preventative action where you set one sort of behavior in direct competition with another, the idea is for the target to run directly into time and social obligation limits. If these vulnerable old men are kept occupied with an FBI prostitute paid to be their girlfriend while a spy is attempting to worm in, then they'll be a lot less vulnerable to enemy seduction, and will have a lot less time for a spy. It's gross and repugnant from a human interpersonal relationship perspective, but it fills a niche in behaviors that have proven to be exploitable.

The ideal solution would be to be ruthless about ejecting foreign spies, ruthless about ruining the political careers of politicians found to be associating with spies (so that they'll be much more cautious about dealing with pretty foreign nationals), and to encourage people to vote only for political candidates of proven character. Those all take a huge amount of work, and depend greatly on having an engaged public and a fully independent agency. Just paying for prostitutes is faster and probably cheaper.

If you watch his whole video, he obviously was doing the nudge nudge wink wink thing before he got into the book tour story. Also he is really a think tank, not a "professor". I have watched a lot of his economic videos on the Guan Video channel.
