That symbol ain't what you're thinking of (which would be drawn counterclockwise), but a very old kanji - manji - which has long since been integrated into JP slang. Yeah, DOTA 2 has a bunch of characters that are copyright-free versions of characters from Blizzard games or other media since the original mod didn't have to worry about copyright and they didn't want to change them more than they had to.
