Rollups are other blockchains, that are «verified» with smart contract checkpoints on the ethereum chain. The advantage is that fees are like zero on these blockchains, the disadvantage is that you have to «transfer» your eth and tokens onto their chain and back, and that costs normal eth fees, and you might risk getting rugged
