Warning: The following speculation is based entirely on the fact that Vegapunk is blonde. Theres nothing else to it. Does anyone else think Vegapunk looks sort of like Sora? If this Punk 02 is Vegapunks granddaughter then maybe Sora was a daughter (and Id personally think in this case that Punk 02s parent is someone else completely, so Vegapunk had more than one kid)

Smoker is really cool because he's known Luffy since near the start of his adventure and he's got a kind of respect for Luffy while still being a powerful antagonist. He's a good guy who is willing to tell his superiors to eat poo poo when they're doing something underhanded. Smoker is awesome and the reason Smoker isn't in this chapter is to have him show up in an even cooler scene later.
