Partly that he has it fleshed out to this extent, and partly that it likely won't ever come up in the story proper either. There is probably enough background details in Oda's head to fill an entire other manga the same length as the current story

Either he somehow survived, decided to stick around and *not* kill luffy, took the picture, and bailed without anyone seeing and without reuniting with Joseph, all the while the gorosei mentioned how they lost him....or Oda mixed up the two characters names at some point (whether on here or in saying "Guernica" was the one who took the photo). Personally I lean towards the latter since "Joseph" is the only cp0 agent we saw leaving and surviving, and it would make sense for him to take the picture.
