The timeskip could be as short as 6 months-1 year and Riju just had a growth spurt and Tulin is bigger because Rito grow faster than humans I’m guessing after releasing Ganondorf Link is kept somewhere for a while(maybe he has wounds?), explaining the timeskip and Link’s longer hair in some footage.
