No they're not in order, although the trailer seems to show Nami in Shelltown and therefore implies something has been mixed around.

The Worst in the East seems like a reference to chapter 96 (Viz translation: The Meanest Man in the East) which starts Roguetown and shows Luffy's bounty poster for the first time. Still no guarantee they're doing it though since none of the characters introduced in that arc (eg Smoker, Tashigi, Dragon) have had actors announced as of yet.

The Worst in the East seems to just be referencing Arlong, who I'm pretty sure was called the worst guy in East Blue on his introduction. Which is funny because I think East Blue is the only time where each antagonist gets introduced as totally the biggest piece of poo poo around, only to meet for real biggest piece of poo poo next antagonist.

The episode order doesn't seem to be that off from the title order. Unless we're going Anime style and Romance Dawn is episode 2/3. I guess Worst In The East could come before The Girl With The Sawfish Tattoo though.

Edit: Episode 31 of the Anime is "The Worst Man in the Eastern Seas! Fishman Pirate Arlong!"

If the series does end on Arlong then I'd imagine they at least include Luffy's bounty poster at the end, establishing him as the new and definitive Worst in the East

To be fair to Arlong, that was a pretty accurate assessment of the guy - he was pretty much the strongest dude in East Blue at the time, hands down. Which is damning with faint praise really because East Blue is supposedly considered the weakest sea and he was basically coasting on whatever Grand Line cred he had left.

I think the "for real biggest piece of poo poo" trend basically died, or at least got reined in, when Mihawk showed up since that pretty firmly established what the top of the ladder in the OP world looks like (it looks like one dude effortlessly loving up an entire fleet and nearly cutting Zoro in half).

Nami appeared in Shell Town in the anime too. It's a deviation from the manga, but it's not original to the live-action version.

i figure they're just inserting that at the end of the show right after arlong park given the episode titles and that there hasn't been a casting announcement for smoker etc.

If you wanted to do a one-season adaptation that mostly sticks to the original story, then having Garp, not Smoker, be their final obstacle before reaching the Grand Line actually makes sense, especially if you've already introduced him through flashbacks.

There's a quick shot of Garp's ship with a cannon ball coming from it. They could be doing anything from having Garp chase the Strawhats already to just including Colby's cover story.

Replacing Smoker with Garp at Loguetown is fine. It introduces a more directly relevant character and allows Coby's storyline to be tied off a bit within the scope of a season.

If they want to use Smoker, they can add him during Alabasta and use him to explore the concept of Logias before the crew meet Crocodile. I bet they will do this because specifically doing the CGI for Logias is going to require like $10m in itself and it's way more efficient to batch that specific problem up a bit, rather than needing to develop CGI capacity to do Logia fruits within the scope of Season 1.

Literally. Smoke and Sand effects are the same CGI budget in different colours.

Edit: I forgot about the Fire, too. There's no way you're convincing a business executive to use that particle effect in S1 when you've already had to convince them to let you use it in S2 if that gets approved. The specialist CGI staff for this will very much cost extra and it's more efficient to engage them for one season during which you intro all 3 characters and avoid that cost on S1.

This season is most likely skipping Loguetown entirely and ending right after Arlong Park. Subbing Garp for Smoker causes a whole lot of issues, especially since the mysterious Dragon shows up.
No way the East Blue Strawhats on a fully stock Merry get away from Garp, even if he is just goofing around.

Pretty sure they're doing the execution scene from set photos. Given that the character would only be on-screen for like 30 seconds I can imagine they're slowrolling a reveal for some absurd stunt cast

oh i forgot about that detail so i guess they probably are doing it, but still a little weird smoker & tashigi haven't been announced yet.

so that'd have it as:
romance dawn
orange town
syrup village
baratie 1
baratie 2
arlong park 1
arlong park 2
logue town

which is the most reasonable way to do it really

They really should have given Ussop a prophetic nose if even if only gutted out a lil' bit more.

Also wonder if they made some of the actors sign a contract that they all have to get SWOLE after Marineford if they make it that far. Ussop in particular gets quite the glow up

While not a silhouette, that's barely more detail than a hentai protagonist. Red jacket, mustache, and black hair are hardly something requiring a casting decision.

Sanji seems like he’d be the easiest to adapt honestly (aside from Nami who just uses a pole early on), just add some special effects to his kicks and you’re good
