Isn't the problem with the bill that a similar law was used in Russia to tamp down on free speech and civil society?

Looking at the number of people going 'you cannot defeat Russia, resistance is futile' this tactic has some effect on the real battlefield, Western public opinion.

Speaking of mass death, first footage has appeared of ATACMS cluster strikes on a Russian unit in Lukansk and it's pretty terrifying to see a big plot of land turning instantly into explosions.
The fact a high quality drone is filming from way up high unmolested is also interesting, it's been a while since this kind of imagery was released.

Russia avoids some of the definitions. And all must be true for someone to be considered a mercenary.

they hosed with the definition of mercenaries specifically so they could keep on using most, if not all, of the mercs they were using when they were drafting the geneva conventions for mercenaries. a lot of the underlying problems of mercenaries are within-state, like the army of the flanders and poo poo like that, so they don't have to be covered under international law which is always significantly more useless than domestic within-state laws, they can be covered by domestic laws.

that specifically is why the not-a-national-nor-a-party-to-the-state thing is there, which means that wagner is somehow not mercenaries, because they're covered by domestic laws

Are these the safer cluster munitions that self-destruct after some 36 hours or so, or are these the cluster munitions that have a ~85% ignition rate and will leave a generous 1/10 UXO per bomb?

I'm all for sending aid, but dropping those in-country is going to be a hell of a cleanup if it's the latter.

The cleanup is going to be a tiny amount bigger as there are already millions of mines put there by Russia. And defeating Russia will prevent them placing millions more.

You need to have a country to do a cleanup. Cluster munitions are the best way to deal with human wave attacks, outside of dense minefields.

Ukraine requested cluster munitions ages ago and both countries have been using cluster munitions since the start of the war. I wouldn't believe any numbers about reliability with cluster munitions but I am sure Ukrainian leadership is aware of long term implications of UXO.

You're conflating cluster munitions with anti-personnel mines. These cluster munitions (DPICM) explode on contact and have a ~2% dud rate.

I don't think the US has any remaining stocks of anti-personnel mines that don't have a built-in self-destruct timer. Those aren't completely reliable either. It may interest you to know that Russia has been pretty spendthrift with its own stocks of "butterfly mines", their equivalent AP mines that sometimes have a timer that's supposed to blow them up and an egregious dud rate. An enormous UXO cleanup effort is already locked in for the country, the majority of it is directly Russia's fault, and the remainder is indirectly Russia's fault.

e: don't mean to dogpile you, the AP mine:DPICM distinction is mostly what I wanted to clarify.
