Everybody's grieving right now, and a lot of posts have been made about how to productively channel that sorrow and anger. I'm here to offer another, much more boring and tedious way to make a significant impact from the safety and comfort of your squalid goon basement:

:siren: Become a delegate to the Democratic National Convention, to be held probably-online in probably-August. :siren:

What do delegates do and why is it important to have goons there?

Something to the tune of 85% of national delegates are selected by the states, and therefore could conceivably elect goons. The three most important duties of delegates are, in roughly descending order:

- Selecting the Democratic nominee for president. If Joe Biden is alive and well at the convention (questionable) and goes in with a majority of bound delegates (very likely), this is not an important reason for goons to sign up. Still, it's more worth considering than in most years.
- Selecting the Democratic national party platform for 2020. How important this is varies a bit, but still, having - say - Medicare For All and the Green New Deal laid out explicitly as national party priorities would be a Good Thing.
- Establishing the rules for the 2024 presidential election. Not only did the Sanders-pushed reforms from last time around clearly not go far enough and need to be expanded for President Ocasio-Cortez's 2024 run, those very reforms will be rolled back if not renewed this year. The Rules committee, like the convention at large, will be overwhelmingly controlled by non-super delegates. Want to prevent Them from ratfucking the socialist agenda in 2024? Outnumber Them at the convention and persuade your fellow random citizenry there to defect from Them.

How do I become a delegate?

This varies wildly from state to state, and I'll be chopping thanklessly through all 50 at some point, but step zero is

:siren: Visit your county and state democratic party websites, and contact your state and democratic party if anything is unclear. :siren:

In the cases where they're remotely competent so, I have concerns, they should have the selection process, forms, rules, and deadlines clearly laid out somewhere in there. In many cases the deadlines are coming up Soon, so especially if your primary has already happened, don't wait for me to finish effortposting, go check right now today.

National delegates everywhere are elected one way or another, but how and at what level may vary - in Texas they're all selected at the state convention by their fellow state delegates afaict, in other states there may be silly mail-in or district-party sub-elections separate from the state convention. Most - all? - national delegates have to also have been state delegates to the state convention, but that's usually a much, much easier process to sign up for (county parties almost always have a billion more state convention slots than actual interested human beings or goons) and you'll find out whether and how to become a state delegate the same way: by visiting the geographically relevant party websites and/or contacting the geographically relevant party.

The actual act of participating in a state convention is not bereft of value even aside from being a stepping stone to the national convention, mind; they still have a say in their own state platforms and state rules, and part of the process of designing the national platform involves looking at what the state parties bothered to put in their platform and finding commonalities.

Additional note that's relevant to all delegates: you're going to have to declare a presidential preference so that you can be selected among the basket of people with the same preference, and bound to them on the first ballot. These baskets are also used to determine who / how many delegates sit on the rules committees. It has no other effects that I am aware of currently so, it might for some states, because this is a 50-state-and-a-bit disorganized mess. As such, consider signing up as a Biden delegate to increase the Good-to-Bad ratio of the largest denomination; in addition, they're somewhat more likely to be hard up for youngpeople and certain other underrepresented delegate groups, which might improve your odds of being elected as a national delegate.

Alabama:

State party website, state party delegate selection plan.

Requirements: Must have voted in the Democratic 2020 primary.

Deadlines: Normal district->national delegate filing is way, way, way finished. However, there's a weird hitch here: if a candidate received more delegates allotted in a district than they created a slate for, people can file for those slots up until May 15. I have no idea if this applies to any candidate. As always, contact your darn county party if you're curious.

The deadline to file as an at-large or alternate delegate is May 15 2020.

The delegate filing form appears to be on page 65 of the Delegate Selection Plan.


Arkansas:

State party website, 2020 delegate selection hub, [url=2020 convention and such document hub including the Delegate Selection Plan.[/url] They're pretty on the ball with their website, good job Arkansans.

Deadlines: the filing deadline to become a county delegate to the state convention is long past, but filing to be a national delegate candidate starts on April 18 and runs until May 7. The form to do so is supposed to be posted on April 18.


California:

State party website, delegate hub.

Requirements: must be a registered California Democrat.

Deadlines: district-level filings are closed, except for certain districts until April 17, see my post well down this page. The at-large national delegate filing deadline is May 26.


Colorado: Ugh, I wish I'd gotten this done a week earlier. Oh well, hopefully any interested goons looked it up themselves.

Turns out they had a real early, apparently well-organized online state convention on April 18. Better luck in 2022/2024, Cologoons.


Iowa: So, I'm going by order of primary on the theory that they may have earlier deadlines and therefore be a series of real bummers, but it turns out Iowagoons can still get in the game! District delegate registration is still open, and any Iowan who is currently a registered Democrat can run.

Deadlines: Register to run for delegate to the district and state convention by April 17. Further information is supposed to be available starting April 13.

Maine:

The state convention has been canceled and replaced by remote voting. The state party website is here, and the delegate etc hub is here.

You need 25 virtual signatures to file as a "Presidential Elector, National Delegate, Democratic National Committee Member, or Democratic State Committee Member", details and forms available here-ish, go through the hub if it doesn't work. "Petitions for Charter Amendments and Platform Amendments can also be created."

Deadline: you must file as a prospective national delegate (including signatures) by May 15.


Massachusetts:

The state party website is here. All relevant national convention deadlines appear to have passed, unless anygoon filed for district-level delegate and loses/lost.


Minnesota:

Technically there is not a Minnesota Democratic Party, because due to weird historical quirks the Democratic party in the state merged with other organizations to form the DFL. The Democratic Farmor-Labor Party website is here, the caucuses and conventions hub is here. There are a lot of important subpages (check out your Organizing Unit page, for example), but the national delegate hub is here.

The state convention is on May 30.

Deadlines: The deadline to file to run for district-level national delegate is May 8. The deadline to file for at-large national delegate is May 27. Conventions to select state convention delegates appear to happen on May 2, but I'm not entirely clear on related deadlines. Check out the state website and your local-er party websites and contact your local party now.

Nevada: State party website sucks for this. So does the caucus process. Thanks, Nevada.

Delegate selection plan.

Notable requirements: must have participated in the caucus either in person, virtually, or by early vote. Must attend their county convention and state convention.

Deadlines: County conventions occur no later than April 18, contact or find your county Democratic party. It appears that delegates to the state convention do not have to have been nominated as county delegates, so contact your county party to file now, or at least learn when and how to.

The state convention is on May 30 2020, when national delegates will be selected - if your county does not select you as a state delegate, as long as you fulfilled the above requirements (ie attendance but not necessarily delegate-ness), it looks like you can still file for some national delegate slots until May 29.

Forms appear to be on page 67 etc of the delegate selection plan, but contact your county and/or national party to make sure everything including the deadlines is up to date.


New Hampshire: District-based national delegate slates were selected by the campaigns in the misty beforetimes of January 2020. At-large, PLEO, and alternate national delegate candidates can and should still file.

State convention page. I'm not clear on how to file to attend this - but it's apparently irrelevant to becoming a national convention delegate. If you're interested, contact your geographically appropriate county/district/state party(es). It wouldn't be a bad idea to double-check with them on whether it impacts becoming a national delegate.

Deadline: file to run via the forms on the national convention page no later than April 17, 2020 at 5pm. Campaign note: the people doing the selecting are the already-selected district-level delegates for each of the three campaigns that received delegates (Buttigieg, Klobuchar, and Bernie). Their emails are listed on the national convention page; campaigning consists of emailing them directly and, assuming the virtual format doesn't cause Problems, giving a brief speech/presentation at the delegate selection meeting on April 25, 2020 at 10am.

South Carolina: Boat's questionable, I think, unless you attended your precinct meeting and county meeting as a delegate or alternate. (page 7 of the delegate plan) Nevertheless, it appears that there are some county meetings that have yet to be held, so if you're interested email your county democratic party - it'll only take a couple minutes and, as always, it's likely they have more state delegate slots than interested people, and there may be some wiggle room from plague-related disruptions.

Important info:
You must be a registered Democrat and registered voter.
You maybe must have attended your precinct meeting. You definitely must be a delegate to the state convention.

Deadlines: Remaining county teleconventions will be held between April 6 and April 25. State delegates interested in becoming national delegates must file with the SCDP by April 30. All national delegates will be elected at the state convention.

Texas: I'm having difficulty finding their actual official delegate selection plan even though their summary is pretty conveniently laid out. The deadlines involved are passed or passing, so as usual, contact your county party immediately. They may still be able to squeeze you in - I know someone who missed our technical-issues debacle of a county convention by a good bit and are still probably a state delegate. I believe our county's delegate is supposed to be submitted today-ish (April 10), looking back at our records, so Texgoons need to contact their county/senatedistrict people even more promptly than other goons.

If you manage to become a delegate to the state convention, you should still be able to file your intent to run for national. All national delegate elections - district and at large both - are at the (online) state convention on June 4.

TL, DR: Some federal employees can hold offices in political parties, some can't. No federal employee can be involved in soliciting or handling any kind of contributions in any way.

Edit: And your participation is publicly disclosed. It will certainly show up in a background check. Given what position you hold, and who the appointee over your agencies and offices, you might experience retaliation. If that's the kind of fight you want to go through, go ahead. Just be warned you may be putting your job at risk by doing this.

Yeah, that's a big part of why this thread is both necessary and annoying-to-make, reading through the Selection Plans etc to figure out what you actually need to do takes some braintime.

I did some quick skimming and one thing that sucks is the different delegates have different cutoff dates and these dates are only month/day -- I have to assume the ones that are december are already last year. There's some undefined acronyms too. Haven't watched the vid but hopefully that will explain it. Gonna look into this for real later on.

I don't have a particular by-law or anything to cite you for particulars but the state party has affirmative action goals set by the Delegate Selection and Affirmative Action Committee. So it means to ensure a certain number of delegates from different groups.

Oh right yeah, I didn't actually define PLEO because I've been reading entirely too much of this stuff. It also includes some amount of intra-party elected folks (county chairpeople and the like), I'll make a note of what in the OP/here because there might conceivably be one or two goons that qualify.

Yeah they're looking for representation particularly for racial minorities / women / LGBT / youngpeople (defined as under 36, iirc).

South Carolina next, then the Super Tuesday Pile, unless somebody gets to those before I do.

By the same token there are a couple Klob / Butt / Bloomberg / Warren slots floating around, so ultimately the strategic / conscientious choice is up to each individual goon, but I've filed my preference for Biden in Texas.

Less urgent but important update to anyone who can still register as a delegate to their state convention (varies by state): while you don't always need to be a state delegate to run for national delegate, in addition to setting the platform, setting the rules for the next rounds of state democratic primaries, and (usually) voting for national delegates, state delegates decide the vast majority of who gets to sit on the DNC from their state. I may write more about that at some point, but if you, like the rest of us, are worried about the DNC being evil? Consider becoming a state delegate to vote bad DNC people out and good people in.

if you're in new hampshire for example, you apparently need to laser-craft your arguments for the six or eight people who are already your chosen candidate delegates lol, which bears absolutely no resemblance to, like, having to campaign inside your entire district democratic party or whatever

This manual was actually put out by the National Democratic Institute for campaigns in Malaysia, but if you strip out Malaysia-specific information, it has good advice as to how to run a campaign most places:

If they don't hold them online, aren't you basically on the hook for several thousand dollars in travel and lodging expenses? I remember in 2016 a bunch of delegates setting up Gofundmes and poo poo just to be able to afford to go to Philly.

Just checking CA Dems shows they estimate costs at $3500-$5000+:

Yeah it really sucks. If it's not online I'm probably just not going and an alternate gets to go - in a normal year I might try the gofundme thing but, you know, plague. on the plus side it's less of a Problem to duck out for that reason

Texas estimates somewhat lower but, uh, $2000 is still a massive barrier for an awful lot of people. One of my hopes and my actual personal pet issue is to push for some sort of remote attendance in non plague years, even at state conventions - it's Real Bad to have this sort of obstacle for the people who have this much control over the (Near) Future Of The Party.

Even late-squeezing for Texas is almost entirely closed now, incidentally. Well, for state, I don't remember if you have to be a state delegate to run for national. Was just at our county meeting and one guy failed hilariously to sign up for the state convention lol, we still had like four slots but the statedems are finalizing The List, I also got an email reminding me to please check your presidential preference before we close up the spreadsheet thank you.

Reminder that you can buddy up with other delegates on hotel rooms, car rides etc. driving is cheaper than flying, sharing a hotel room is cheaper than everyone being one to a room. Reach out to your fellow delegates (check the ballot and see who's on there and hit them up)
