Superhydrophobic silica coatings mainly from what I remember, basically sintering a bunch of nanometer scale beads* on top to make a texture that water/dust can't interact with strongly enough to stick. Longevity of the coatings is an issue, plus dumb quantum stuff if the feature sizes are too close to the wavelengths of light the panels absorb. *other processes exist but I don't know anything about them. Presumably you can do photolithography but that seems like a big sheet for any of those machines I've ever seen.
