Sure they may have gotten some more but the issue is that New Japan just running a suitably sized major show would have drawn more than that. They need something more than All Star tag matches. They need meaningful matches, built up matches. What they did for this show didn't work.

The problem last year and you could tell from the crowd they couldn't get new japan fans. I haven't watched the show yet but it is less than sakura genesis and only a 1000 up on what noah drew for the ryogoku show. But at the end of the day 4500 is what it is in the current environment. Especially in competition with ajpw who punched well above their weight in who the crowd was interested in last year. The biggest problem is the cost of running the budokan.

Njpw actually pulled off a fairly miraculous ~4300 for dontaku after running the night before and drawing 2500. It's just more of a scrap these days. Noah run a ghc hw title match at ryogoku only 3 days ago. As you pointed out there is a full house at the Tokyo dome for a boxing match. That data you shared from puwota at the end of last year has on average 21 wrestling shows a week taking place in Tokyo. So yeah another wrestling market would help I would think. I think fans in Tokyo are able to essentially be like well I don't need to go to this event. As one tournament ends, so another begins.
