Maybe it's nitpicking, but it's not even legislation he passed, it's something he can do and could have done at any time, and he could have had it descheduled completely instead. It shouldn't have been made illegal in the first place, the campaign for prohibition was ridiculous and driven by a person I'm comfortable calling insane
