Oh! This is Particle Fleet: Emergence. I bought all of Knuckle Cracker's games over the winter and this is the only one I haven't dived into yet, though I've been eyeing it for a while. I thought it looked familiar. Moirai was pretty great, I've always loved those sorts of subtle multiplayer games. This is Unholy Heights. Which I actually own and have played 48 minutes, but don't have any recollection of this. And this is Settlements, which is interesting and annoyingly fiddly game.
