Worse than that, they wanted Heroes of Might and Magic combat. Everything about this game boggles the mind.

I just read through all of this in the last couple days so there's a lot of dumb garbage I won't comment on but - am I correct in understanding that we never see Wax Face? Did I miss that?

Nope. Unless there's a bad end/instadeath somewhere that shows it, Wax Face isn't seen in the game.
Maybe in the sequel if that ever gets done, but I wouldn't count on it.

Which makes Wax Face the most Lovecraftian thing in this game - he's never seen; he's spoken of in hushed, fearful tones; he commands a cult of worshippers (the mob); and his influence is seen and felt everywhere. Whereas Cthulhu is just some be-tentacled dork walking around the outskirts of Arkham.

Absolutely correct! I am 99% sure that Wax Face is a headless corpse reanimated by Herbert West per the ending of "Herbert West, reanimator".
