Devils in general are shown to not exactly be expert planners. they're much more akin to wild animals that can talk. maybe it has to do with the length of time they're on earth. longer they're around the more they learn and grow Makima was clearly very established. Doll Devil was around a long time and seemed pretty smart and capable
