Kinda wondering if her ideal situation at this point isn't just one where devils continue to exist and do their thing to just such a degree that "humanity" (not literally every single human [tho who knows!!!], but essentially world powers) has to rely on her and thus assent to her being their superior, while still keeping devils and specifically the worst of them under control if not directly under her thumb. I can definitely see why she would view the Gun devil as especially important to sideline: by its nature it kills a ridiculous amount of people and as such lessens the reach of her control.
