ADV had entered some partnerships where a couple of Japanese companies obtained an ownership stake in exchange for funding and licensing, and when those relationships went sour they lost all those licenses (this is why there's an unreleased Gurren Lagann ADV dub that had a few episodes recovered a few years ago) but were still part owned by those people. So the ADV people launched a bunch of companies, sold ADVs assets to them then left ADV's corpse to die and the Japanese partners with empty hands. Of the multiple sub companies the one that handled Sentai's anime distribution was called "Section 23" which happened to be the part of the tax code in their home state that let them pull off the whole maneuver so they weren't going for subtlety.

There are huge story differences between the two, the thing is it's entirely done through dialogue - for all intents and purposes they are 1:1 when it comes to footage, they didn't actually cut up or rearrange scenes anywhere - if you watched them muted they would be identical other than the OP/ED Sudden white hot flash memory of that Robotech narrator that talks about EVERYTHING
