No but apparently Morten Gamst-Pedersen has Sami heritage so he could theoretically be called up and Mario Balotelli's brother plays for Padania.

The tournament is a bit interesting as the teams are a mix of teams just wanting to show of their old heritage and teams who are there as a political statement

Tom Høgli, who plays for Norway, have also played for Sápmi before. And I think Stefan Johansen from Celtic could've played for them as well.

I think they could have filled the squad with players from Tippeligaen and the first division (and that's just in Norway), but the league is going atm so guess they had to settle for third or fourth tier players.

Given how nonexistent these countries are and how poorly paid the players involved probably are (if they're even not just amateurs), I wouldn't be surprised if literally every match was fixed in some way.
