Kelly's alive again, and has our cases. Hopefully Sara's a good enough handler to direct the unstoppable force of Law. Got it. I'm on this! (Once I catch up to Kelly, I need to have a plan to stop her.) Wait! Wait? What?! Capture Kelly - This might be our only chance! Get her and seize the cases! Follow Kelly - If we capture her, the cases' contents may be compromised. Just follow her. I REALLY want to know what's in those cases, but following Kelly might be the smarter thing. Oh well. I have one suggestion to offer. I believe you should just tail Kelly to the exchange point. What? That's CRAZY. Jessica's life is hanging in the balance, remember? If we can verify the exchange spot, I can call in the SWAT team. That way we can catch them all and shut this down in one fell swoop. But what about Jessica? According to Antonio, he should have Jessica on site to kill her if... ...the point is, Jessica should be there as well. Real-life never plays out that smoothly. You know that. If we fail to capture Kelly, we could lose track of her. And if we lose track of her, Jessica is dead as well. And, even if we DO get the cases and return them, will he release Jessica? Your plan sounds even more risky than mine. But... A risk analysis points to the fact that following Kelly is the best plan. Just follow her at a safe distance and we can finish this. But we almost have the cases... It's the choice that gives us the best chance of saving Jessica, Law. I hope you're right, for Jessica's sake... I'll run an analysis of her destination while you follow her. Keep her in sight, but don't get too close. I know how to tail a suspect! Just get crackin' on the analysis. I wanted to make a cases joke here but it's really obvious we're not getting them next update. Also, stay put for the dumbest bad ending in the game!

Following Kelly peacefully probably breks some sort of Law Code, but it's the only choice that doesnt lead to him choking on fumes! So let's go with Law, since the game converges soon after. ...but I can't lose sight of her, either. I wonder if Sara's got a handle on the possible exchange location yet.
