Have you considered calling the cops for a civil standby? If you can show some proof of ownership (they should be able to look up the title), what's to stop you from driving/towing it out of his grasp?

I'd assume at minimum a form of a mechanics lien is in place. There will be an argument to be hashed out on exactly how much said lien is for, storage costs... all that crap. Cop will tell both parties to sort it out in the courts and the car will most likely sit there forever.
