The Campaign for Badger Rights
I've just built my brother a new PC; it POSTs and all of the hardware looks good. I've got a Windows 8.1 DVD (and key) but no optical drive. I don't have access to a PC as the only other computer in his house is a MacBook Pro (can't work out the model but it's a 2.5Ghz i5 with 4GB 1600MHz DDR3, Intel HD 4000, 13" display, mid-2012 model) running Yosemite 10.10.2. It has an optical drive.

I've tried making an ISO file by using 'DiskUtility', changing the *.dmg extension to an *.iso extension and then using 'Boot Camp Assistant' (i.e. following this ISO guide and this USB stick guide) but the ISO it creates gives an error in Boot Camp Assistant which says 'Boot Camp only supports Windows 7 or later installation on this platform. Please use an ISO file for Windows 7 or later installation.'

Anyone have any ideas? I'd like to tie this off for him tonight without having to head back to my house an hour away to use a PC.

I'd suggest changing the file format to "CD/DVD master" instead, which produces an actual ISO9660 image file, rather than an Apple Disk Image.
