So after watching a lot of these I'm wondering something. Were there no rules on public access channels? Like I notice a few of these, particularly Jerkbeast, have a poo poo ton of foul language, you could just do that?

I have very vivid memories of channel surfing to the Burlington VT area pubic access and catching a cross burning/klan rally and then a bizarre sing along with some skin head in a basement about "Mr. Happy" coming to town to purge minorities. Haven't seen anything that awful since then so maybe they wrote some new policies after the 90s.
