Really, for the general populace, it depends on if there's a real reason to actually get out and vote. Unless Trump really makes a lot of potential voters motivated enough to vote again, many of them will just stay home. I imagine that unless there is a real crisis, we won't see any change and will keep having the low turnout we've had before.
