Problem description: My computer spins up (fans on etc.) but both the CPU and DRAM lights are solid red. I can't hit BIOS and there are no speaker codes or anything.

Attempted fixes: I've tried turning the machine on with just one stick of RAM using each of the three I'm currently running. I've tried turning it on with the GPU unplugged. I've tried turning it on with no RAM and no GPU. I've removed all of the components, I've checked all of my cable connections, etc. and have additionally tried turning it on with my SSD (my only disk) disconnected but the rest of it connected. I have also tried turning it on with a Windows 10 install bootable USB stick.

Recent changes: I've been running into Windows out of memory close some programs errors lately. System monitor showed a healthy ammount of RAM available when this was happening (roughly 2GB free out of 6 total) and so I ran the windows memory diagnostic tool probably an hour or two before this happened. It came up with no errors. Out of ideas, I decided to move on with my day and try to get the fancy new Windows Bash shell working. So I enabled the Windows developer program and restarted my PC. I didn't see it so I googled around a bit and enabled the Windows Insider build program thing. It restarted and just bricked, won't turn on.

Operating system: Windows 10 64 bit.

System specs: Custom build. It is a bit old (5 years?) but I have replaced the GPU, the PSU, and added a bigger CPU cooler + redone the thermal paste on the CPU in the process in the last 6 months.

It sounds like a dead motherboard, but since you haven't given us any information about your computer I'm only guessing here.
