I guess because it wasn't terrible enough to be living in poverty in Chicago, Rahm Emanuel is pushing a plan that will require high school students to "have a plan" before being given their high school diploma. What constitutes "a plan"? A job, a college acceptance letter, or military enlistment. Don't have "a plan"? Sorry, you don't get to graduate!
