Problem Description:I don't much about ISPs. My ISP is now at 30Mbps. I can run 10 speed tests in a row and get anything from 5-30. It's constantly fluctuating. The ping is usually 30-60. It just drops HARD for a couple of minutes, then will be fine for a couple of minutes. It's nearly impossible to game or have two people trying to stream.

Attempted Fixes:I've tried doing dslreport, but cannot become pingable (I enable rules, still nothing).
Recent Changes: None to speak of
Operating System: Windows 10

One goes to San Fran and looks good, 2 of them go to Virginia and look like this. 88% packets lost. Is this the problem? Is it a terrible ISP or is there something to be done? Can provide more info on system, just don't know what you need. /ping and tracert look good using 4. Using 6 i lose at least one of four packets. Sorry if this is a terrible question, my googling skills lead me to similar stuff but since I don't understand most of it, it can be hard to parse. Thank you.

edit: Both modem and router are brand new. PS4 is jacked in. Laptop running test was done from Wi-Fi.

That 6th hop is where your connection is bad. Are you using your ISP's DNS server? You could try using the Google DNS servers instead and see if the routing is any better. That many hops out it is likely not your ISP that is the root cause, although it depends on who owns that IP.
