I think the Gameboy Color version of Super Mario Bros set up Bowser as a powerful wizard that transformed the residents of the Mushroom Kingdom into blocks and Goombas. Princess Toadstool’s beautiful voice was able to break the curse, which is why Bowser kidnaps her the first time. Every other time has been to get Mario off his butt for a rematch.
I think it was the manual for the NES version, actually.

That makes more sense, as the Gameboy games (Super Mario Land, Super Mario Land 2) had no Bowser in them. There was no direct port of Super Mario Bros. for the GBC either.
