I live in the literal ghetto. I bought an APC UPS just for the EPP after tallying the value of the components in my PC. The site wiring fault is on. It's a 3 prong "grounded" outlet. I see about zero chance of the landlord resolving this issue without retaliation if I force it. If a large transformer at the substation across the street blows up again will APC still replace my equipment? I know the fine print says no, but I don't know if they'd be able to tell or even if they didn't care.

I borrowed a tester and it's a dangerous fault. All the other outlets are properly grounded and fine. I let the landlord know and am using an extension cord rather than that outlet.
