1.1. To the Stars! The rain bombarded the Council of Councils building for the third day in a row. It didn't always rain this much on this side of Turtle Island, but the damage to the climate still wasn't undone, even after a century of work. A small group of people in their forties huddled by the building entrance, blocking the wind with their jackets. They've been trying to get a flame going for their smokes, but so far, the wind was winning. This wasn't the first time they've had to do this - smokes were cheap and plentiful, reliable lighters, not so much.  A young man in his early twenties came out of the building, shivering under his coat. He watched the older group fight against the wind for a minute before stepping in. "Comrades, let me." He pulled out a small device and fiddled with it for a moment before pulling the trigger. A small flame, completely immune to the wind, lit up the group, with everyone sparking their smokes in order. One of the old-timers shared a smoke with the young man.  "That's an interesting lighter. Research Council, I assume?" "Sort of. Kalani Kahananui, modern xeno-archaeology applications", he said, extending his hand.  The older woman returns the handshake. "Bishara Namelok, Metallurgist Union. Is xeno-archaeology outside the purview of the Research Council all of a sudden?"  "Chitto Johnson is the Research Council representative for this session. We're making a joint announcement about the split today. Xeno studies turned out to be a much larger field than anticipated, with a full third of scientists at the Research Council working on it at the moment. It was bogging down Council meetings, so we voted to split off into the Xeno Studies Council with a representative sent each way."  One of the older men in the group interrupted. "Ha! It's great to see the youths taking council participation so seriously!" He shook Kalani's hand. "Dídac Serra, CNT. Tell me more about the lighter, though."  "Oh, this old thing?" Kalani beamed. "This was my master's thesis: a practical application of minor Cybrex energy storage devices. The 'flame' is a contained plasma jet, it can withstand winds of up to 200 km/h, and it should last for about... 200 years or so with regular use."  "Excellent! When can we mass-produce these? The CNT will provide whatever aid it can." Kalani rubs the back of his neck. "Well, you see, it's a prototype, it's not quite ready to hit mass-production yet-"  "Because it's a bomb", the oldest woman in group said. "Goddamn it, Li", Dídac said. "Not everything is a bomb." He turned back to Kalani. "This is-" "Zhang Li, Station Crew Fraternity". She shakes Kalani's hand as well. "The power source is Cybrex, correct?"  "Yes, though we don't exactly know what they used it for. We found a container of them at a Cybrex outpost, and a few... embedded in a variety of organics that were spaced nearby."  "So what would happen if I applied a significant amount of pressure to that power source?" "I'm not sure, we never really tested it for that. I mean, at worst, it might go critical."  The older group stared at Kalani, and at the lighter. "Holy poo poo, it is a bomb", Dídac said. Kalani raised his hands. "I didn't- we didn't-"  "Relax. You didn't think of the military applications for your project. That's to be expected - you're not a soldier. But I am going to propose exchanging representatives between the SCF and the ..." "Xeno Studies Council."  "Yes, the Xeno Studies Council. Our expertise would help prevent this in the future, and your representatives should help keep our paranoia in check." "At least you know you're paranoid, Li", Bishara said.  "Just because you're paranoid, doesn't mean they're not out to get you. The galaxy is quite large, and I don't think it's very friendly". She put her smoke out at the ash urn. "Let's get inside, they should call the meeting soon. And please leave your lighter outside. It's a security risk." Kalani left his lighter on the ash urn, and joined the rest of the group. The Council of Councils is now in session!  The most pressing issue dominating the session is, of course, the matter of the Church of the Almighty Dollar. Various councils, unions, and fraternities offer their proposals. 1. The Station Crew Fraternity - Representative Zhang Li speaking: "The Dollarites hold our people hostage in their death cult. What's worse, many of their number have been pressed into service to defend their disgusting regime. Until the Intelligence Agent Fraternity can provide us with more data on their capabilities, we must assume the worst. As the defenders of all Americans, we propose constructing an orbital defense station at Fidhilam, on our border with the Dollarites, and investing heavily in its firepower, and the technologies for it." 2. The Metallurgist Union - Representative Bishara Namelok speaking: "The Metallurgist Union agrees with the SCF representative on the threat posed by the Dollarites. However, we do not believe that such a reactive stance will benefit either us or the Americans trapped in Dollarite space. Therefore, we propose investing into our fleets and the technology for them. A war of liberation to save the Americans is looming, and we must be ready." 3. The Research Council - Representative Chitto Johnson speaking: "While the Research Council sympathizes with the concern regarding the Dollarites, we don't see it as the greatest priority at the moment. Our exploratory fleets have found multiple star systems with habitable planets, and we have the technology to settle them. Thus, we propose settling every planet we can, and focusing our research efforts on making our colonists' job easier." 4. The Xeno Studies Council - Representative Kalani Kahananui speaking: "Our colleagues bring up good points about the Dollarites and the colonies. The XSC thus brings the following proposal: expand the exploratory fleet, and focus the exploration around Dollarite space. We don't know the extent of their reach, and whether the border between us will ever only be limited to the Fidhilam system. By directing our exploration there, we will have a clearer picture of the threat." 5. Confederación Nacional del Trabajo - Representative Dídac Serra speaking: "The CNT continues to focus on the domestic issues. There are more Americans than ever, and they all have needs: ovens, bicycles, lighters. We propose focusing on creating more consumer goods for the Americans within our space. Perhaps even at the expense of alloy output. One day, all Americans will want for nothing. Let's bring that day a little closer." Please vote Yes, No, or Modify for each proposal. Some proposals are mutually exclusive, and voting Yes on both will lead to problems when executing them, such as a lack of resources. The Council of Councils will also hear proposals from any other faction at this time.

No As much as I'd like to increase consumer goods output, the resources we invest now into settling new worlds will likely give us far more in return in the medium and long term. Expanding the exploratory fleet is reasonably cheap and has the potential to give us extremely valuable info and rich worlds to settle; and who knows what mysteries and wonders exist out there in the universe? Also Raytheon-Boeing should have been the ones with the origin where their homeworld is about to explode, and it should have been named Groverhaus.

1. No, for... 2. Yes, what is a fleet but a combined mobile defense and offense force? 3. Modify: Prioritize settling on the most bountiful world so that its resources can offset the drain caused by expanding both military and exploratory fleets. 4. Yes, know thy enemy. 5. No. If we prioritize colonizing and fleet expansion now, we will have more resources to spend on consumer goods later. Not to mention a great amount of new consumers to buy them.

Modify: More alloys, even at the expense of consumer goods, not the other way around It is time for crash industrialization comrades, there is a clear and present threat right next door and we're gonna need hella alloys to support both territorial expansion and a navy this early. Also, the GRINGO Faction, under the new evidence of this so called Cybrex Civilization, cements its commitment to the pursuit of biological sciences. Let us not repeat the mistakes of our ancestors and try to grow wheat in some icy hellhole. 4. Yes. IMO the early game exploration is by far one of the most entertaining parts of any Stellaris run. Also look at all the fun poo poo we found already. Do we want the capitalists to get it first so that they could exploit it for their own ends? Surely not! 5. Eh? Depends, what does our homeworld look like?

1. NO We do not need to do this, the Dollarites are doomed by their false economic system, they've got roughly fifty years before they destroy their home planet. 2. No Our economy is fine and we shouldn't go to a war footing until we need to. We'll be happier if by the time we meet Americans who aren't doomed our technology is superior to theirs, not our fleets. We can always build more fleets, but every day we're not improving our technology is a day lost. 3. Yes Let us research and settle new planets, so we'll have space to send the inevitable refugees from the Dollarites. 4. Modified Yes We should explore around their systems and we should also be trying to sign an immigration treaty with them so as many Americans who want to leave their terrible economic system can. 5. No We need a balanced economy, we've got plenty of consumer goods and we're a ten-year planned economy, we don't want to overproduce consumer goods when that'll make us unable to switch to a war footing if we need to do so before a decade has passed. 6. The Speaks Softly Society would like to encourage establishing diplomatic relations as soon as possible with the Dollarites so we can save as many Americans from their tragic economic system as possible. Further, if our policy to refugees isn't already accepting all refugees, we petition to change it to that. /

Fleet size and naval cap are Society, though there are other means to raise these. No one respects someone who is weaker. We must appear stronger, by any means. Station or fleet. 3. I'm back, also voting is closed. The results are as follows: 1. SCF proposal - Fails. We will not build an armed space station on the border with the Dollarites. 2. Metallurgist Union proposal - Passes. We will focus on expanding our fleet. 3. Research Council proposal - Passes. We will settle whatever worlds we can. 4. Xeno Studies Council proposal - Passes. We will expand the Exploratory Fleet, and survey what we can. 5. CNT proposal - Fails. We will not expand our consumer goods production facilities, instead focusing on alloys. Update soon.
