Problem description: Ever since I got a new hard drive installed a few years ago, I would get two versions of this message whenever I booted up a steam game:

Recently it started happening every couple of hours, after installing a game on GoG. It's really annoying.

Attempted fixes: I've tried installing this C++ stuff directly with no success.

Recent changes: I bungled installing a new hard drive and have a bunch of system stuff from the old one on the new one. I would also appreciate finding a way to get rid of that without losing everything else installed on the new one since.
