My genius idea is to crank the local property tax to the stratosphere and raise the owner occupied homeowners exemption to match, if not slightly higher with a companion tax credit for affordable multifamily rentals.

Basically make maintaining a portfolio of investment properties unfeasible.

The best part about owning my own home is when something breaks it gets fixed straight away. Gone are the days of pleading with the representative of some rear end in a top hat who doesn't want to spend any money on maintenance, even when it's in their own best interest to address these things immediately. Specifically thinking of a leaky kitchen sink and the water damage to the cabinets the slumlord tried to bill me for.

An unfortunate part of capitalist market supply of housing is that a portfolio of investment properties is meant to be the source of affordable multifamily rentals. It's hard to come up with schemes that squeeze slumlords out ex. if you raise property taxes on rental properties the slumlords will build that back into the rent and be just fine while institutional investment will shy away from real estate and we have more bad and less less-bad.

Consider also income taxes on rental income not reinvested into maintenance - you could pin a value based on the average mortgage of the property (whether the property itself is financed or not isn't relevant for this sort of tax) and any money above that should be accounted for as reinvestment into the property or similar properties. This would end upside down situations where your rent costs more than a mortgage and upkeep but the housing and loan supply conspire against getting into your own property.
Next consider slum lords are master tax evaders and have contacts in all the mechanisms we could use to pin a rate for this.

These are all problems of our own making by trying to use markets to supply basic needs and screaming every solution must be to the market. This debate on accounting and tax evasion evaporate if you take a harder socialist line that housing supply is a social problem that needs social solutions. Just go ahead and liberate yourself and say it: landlords must not profit. If that means they can't be trusted with their property the state stands ready to step in and administer it for the people.

This is something I really like about rental properties when they are done right as a social residence supply though. If I have a major pipe leak, or the AC dies in the ball sweat of summer, as a homeowner I can call an emergency service for $750 premium time and get it done right away. Or I can cut the water line off or live without AC which is then live without water or deal with condensation damage for the 3-5 days it takes a book non emergency service.

However the last apartment complex I was at they replaced a leaky garbage disposal and fixed a AC compressor same day, no maintenance charge because they have maintenance on retainer and a big shed full of garbage disposals and AC parts. They operate at an economy of scale I can't access as a homeowner (don't say home warranty lol)

They're still making a profit on this through the rent so I guess it's still at a disadvantage but man does it ever feel bad to pay emergency call out rates on your home compared to 10 years if overpriced rent covering it.

My brother just deals with it himself when poo poo where he lives needs to be fixed instead of having to deal with the landlord. He has always done this. Partially because he is afraid that if he asks the landlord for anything he'll raise the rent. Oh funny story, some dickhead in another one of the landlord's properties was like "Wow, only x dollars? You're not charging me enough!". So then he raised my brother's rent.

Congrats to the death of the American Dream and to the exciting future of being beholden to the whims of whatever hedge fund owns your home. No one ever wanted to be comfortable in a home anyways, this is a country of the kind of rugged independence of having your landlord jack up your rent knowing that the huge increase is barely more than the exorbitant emotional and financial cost of moving instead of paying the increased rent. When you really thing about it, you always really wanted better liquid financial investments, just like right to work gave you the freedom to find a new job whenever you wanted. Trust me, you'll love it!
