im trying to delete the VS code folder because the uninstaller isn't working and i need to reinstall it
however, i cant delete the folder. at all. even when i try doing 'rm -rf' in WSL2.

correct me if im wrong but isnt the -rf flag meant to force it to delete even if it isnt empty?
trying to delete it via windows explorer just tells me that i need permission from... myself, i've ran a SMART test on the drive and it's apparently doing fine
i have tried restarting my pc, yes
there are no VS code processes running

You could try booting to a Linux live USB so there's nothing stopping it from ignoring ntfs permissions.
