With uBlock, or with NoScript, is it possible to block certain CSS style sheets while otherwise allowing the page to display? How about substitute them with local, homemade sheets?

I think you want the plugin called Stylus for substituting CSS, or Stylish. They both do the same, but one is less than scrupulous, so be mindful of that.

Never mind, I figured out how to do it with uBlock Origin: open the dashboard and add the line "||URL_TO_BLOCK$stylesheet,domain=DOMAIN". Replacing the style sheet may be more difficult and need further add-ons. I'll cross that bridge when I come to it.
