It can in the UK. After my malfeasance was discovered, I had to endure a fairly lengthy period of waiting for the Inland Revenue (UK version of the IRS) to determine my total liabilities. When an exact amount was settled upon, they made a formal demand for payment, which in order to save money, I ignored for an additional period, until the Inland Revenue applied to have me bankrupted. I could have declared myself bankrupt earlier than that, but it costs money.

They can in theory, but there are a lot of restrictions and it has to be a pretty old liability. Easier than student loans though, at least in the US.

Mrs. Genesplicer and I always have extra deducted from our paychecks. It's an easy way of guaranteeing that we won't need to pay, plus getting a nice refund before the summer is a bonus. (Teachers do not get paid for the months they do not work.)

Thanks to Trump's "Tax cuts" our tax bill went up substantially, and our refund was cut by over $7,000.

why would you pay extra just to get it refunded back? you could earn some interest on that $7k or whatever amount throughout the year if you paid the right amount instead of overpaying

getting a refund is not ideal, though sometimes unavoidable if you can’t plan in large credits

This is true, but the peace of mind is worth it to me.

I also work for the government, and often have my pay screwed up, so having a larger amount deducted makes the ridiculous pay fluctuations easier to stomach come tax time.

I also pay my bills like 2 months in advance, so I recognize I may just be neurotic.

Getting a refund isn't "ideal" in a beep boop way but for a lot of people's actual life it certainly is

I overpay so I know that I can use my refund to do major purchases at the beginning of the year instead of scrambling around and trying to make ends meet at the last second.

Like yeah sure, I COULD do that and make it work, but it's better to have that safety net in place.
