Lack of air inside the tank for it to explode, and addition to that I'd imagine there would be some sort of safety system to prevent such a thing. It looked like the top part of the tank on the semi was all that lit. Some sort of pump system? I don't think you can just unscrew the top and look inside the whole tank.

Liquid fuel doesn't burn, only the vapor. The reason it keeps burning is that the heat of the fire continues converts the liquid fuel into a gas. Fuel tanks only explode if the fuel inside is almost instantly turned into a vapor. As far as accidents go, this only happens in the case of a BLEVE (Boiling Liquid Expanding Vapor Explosion). A BLEVE occurs when a fuel tanks is put under intense heat from a fire for an extended period of time, until the expanding fuel inside creates too much pressure and causes the tank to rupture, allowing a fast escape of vaporized fuel which flies out in every direction like the air from a popped balloon. Then, the fire burns through this atomized fuel which is loving everywhere at that point. Oh yeah, it's difficult to create a BLEVE when the fuel tank is already open, since that pressure has a place to escape. Here's video of a BLEVE.
