I've been watching sv650 locally(DC) for about 4 months. From what I've seen I would expect a 2005 to be 3000-3500. For 2500 I could find a 2002 or 2003, so I would think that price for a 99 would be high.

My XS750 is in need of some work that I wouldnt mind passively doing over the summer and next winter but I need something to ride and I've been looking for something that I could take to show as well. I saw a ton of street tracker bikes out in Tokyo and fell in love with them. I had no problem at 65-75mph on my TW with different sprockets, but it won't have much more to give. There is a certain pleasure to a motorcycle where 50% of the time you can hold the throttle wide open, and the challenge is to make that 50% into 75%.

It's a 650, but it's Air/Oil cooled, so it doesn't put out significantly more HP than the DRZ (although more torques), it's as heavy as the DRZ, and it's using older suspension. Save your cash and buy a BB kit for the DRZ, or really save and pick up a 610 or 690.
