When street racing was blowing up in the late 90's, the cops here in SoCal were getting fed up with it and started issuing spectator tickets to people just watching.

They'd block off the whole area consisting of 3-400 cars (racers and spectators), then ticket/tow the racers they'd videotaped and give everyone else tickets too. It would take until the morning.

Seems if they got fed up with this enough they could start writing spectator tickets using that precedence.

Did those tickets stick? Seems like any lawyer could get you out of it by saying he was just walking by, as proof is on them. Course it might not be worth fighting a $50 ticket with a $500 lawyer.

Actually, the cops went a giant leap further. They used asset forfeiture to seize cars of "witnesses." Even every day people who just happened to be parked nearby got their cars seized. With asset forfeiture, the cops don't have to charge you or win a conviction. You have to sue the city / state / county and prove that you're innocent to get your property back.

It's a terrible statement to the condition of US police forces when I was VERY surprised to see his face wasn't rubbed in the dirt and he wasn't beaten and tasered by 12 cops at once (I realize this wasn't in the US).
