Just a heads up, AG Supplementary Uniques has been updated and now includes new unique weapons from bits of OWB guns. They look pretty neat, but probably the most interesting development is this new WIP pic in the images section:

While I'm not too big on this particular gun (never liked the look of single shotgun), it holds some pretty exciting implications for future additions. Looks like there's a chance I might get my 1855 Colt revolving rifle after all.

EDIT: BTW, I think I may have jumped the gun a bit in saying that NMC didn't affect my framerate. After more extensive testing, I've found that performance in certain problem areas in the game for me like Camp McCarran, Camp Golf and The Strip (basically any area where there might be a dozen or so characters on screen at a time) has actually improved very slightly, by about 2-5FPS. Probably not a huge deal for anybody here judging by some of the system specs you guys have posted, but remember that I'm running at a forced 35FPS max, so this is a pretty nice bonus for me and others on lower-end systems.

So the textures look fantastic and seem to fit the aesthetic of the world better than Ojo/Poco Bueno while slightly boosting performance. I guess what I'm trying to say is that now I can't think of a good reason why anybody wouldn't at least use the small pack.

Man, why does the performance in this game just blow so hard? I've got MNC's texture pack installed along with nevada skies and a few other graphics stuff, and while running around outside I'm getting roughly 80fps with max graphics, but it just stutters like crazy.

Are you running the 4GB exe from the OP? It helps a lot with stuttering, though you're never going to eliminate it completely. In most games, stuttering is what happens when the game loads something from the hard drive into RAM, because hard drives are slow (unless you're rich and have a SSD).

There are a few .ini tweaks you can use to increase the amount of data the game will hold in RAM before it starts to unload things to make room, which means less need to reload data - it's best to use the configator. The values you'll want to raise are the interior and exterior cell buffers - if you've got more than 4 gigs of RAM you can just slide those up to max. It also helps to turn on all the "threaded" options and set the number of Havok threads to the number of cores your processor has - this lets the game run multiple calculations concurrently so the machine doesn't have to wait for slower processes in order to run other, unrelated processes.

Now, I did say "most games", because frankly, the engine is kind of poo poo. It's really, really inefficient so a lot of the time it just does stuff that bogs the machine down and there's nothing you can do to prevent it. Things like loading in huge areas that are completely invisible from where you are and would normally be culled.

I wouldn't be bothered by the stuttering if it wasn't near constant. There are engines out there that do huge areas with nearly 0 stuttering, this is just pathetic.

I'm using that 4GB executable, and my system has 16GB of DDR3 RAM, so it's not as if I can't handle it. I really need to get around to getting an SSD soon for games like this.

I also used that configurator thing to increase the values you mentioned, and I've turned all the threaded stuff on too since I've got a 4 core CPU. Still lots of stuttering. Now I have crashing after a few minutes of gameplay! Hooray.

An alternative possibility: Are you using CASM? If not - use it. You might have a corrupted save which can cause a LOT of performance issues well beyond what's normal for the game, and causes a lot of crashes. For some reason, quicksaves and auto saves cause save corruption, while normal saves do not. CASM bypasses quicksaves and autosaves by just having a script "manually" save for you every so often, or when you hit a particular hotkey.

A REALLY DUMB THING:

Inside the apartment, there is an ambient sound file.

It sounds like an assault or rape going on next door. Fitting for Freeside eh I guess, I just wish I could disable it. The basement also has whale sounds or some poo poo. Cool, but creepy as hell.

It seems to do this if you change the .ini file a substantial amount from the default settings. Mine has been doing it forever too. I don't think it has anything to do with mods - someone earlier said they disabled everything except the base FalloutNV.esm and still had it happen.

I had Poco Bueno activated first as a FOMOD then I converted NMC's pack to a FOMOD and activated it. You don't lose overwritten files because FOMM will keep backups.

*.fomod files are just regular rar/7z archives. Open FOMM, go to Package Manager, click Add FOMOD and select the rar. You'll have to edit your mod's group, readme, version, author, etc manually if you care about organization. You can also add a properly formatted \fomod\info.xml inside the NMC rar beforehand to do this for you.

Also every mod should be FOMOD'd. Makes mod management easier when you're adding, removing, or even updating mods.

You have to extract all of them first because part1, part2, etc in a rar filename indicates it's a split volume archive. For instance, extract everything by extracting from NMC.part1.rar into a folder called "NMC Texture Pack for New Vegas (Large/Medium/Small/whatever)" then create a new rar from the folder.
