That had to be his first time out, because if he rode like that in practice he would be to sore to go out for the race. (And no responsible organizer would allow him to run. At that skill level/speed he was a danger to everyone there, including spectators.)

Looks just like a classic whiskey throttle to me. Pretty easy to have happen when you're not very experienced on dirt. Dirt is so much harder than it looks it's not even funny.

Anti vibration/awful bumpy road @ 150mph countermeasure? To try and make it easier to read at a glance rather than just a blur?

I'm 90% sure I've seen one or two older TT/MGP videos with bouncy revcounters

Road racing, with all it's uneven surfaces and intense vibration, is notoriously hard on components. If you want an analogue rev counter rather than a solid state one (some riders prefer this) it's going to need damping.
