It's temporary paint that disappears relatively quickly so the referee knows where the wall should be. It's an effort to stop them from creeping forward.

About the goals, all I have to say is he used to play for his hometown team but we traded him because he was being a oval office and wanting to get paid as if he was the most important player on the team (he was), our top goalscorer of all time (he is) and everyone loving him (we did). I hate it when he shows what he can do for other teams because  Also he did this once. So I pictured a whole crew rushing on the field, with buckets of paint and different brushes, measuring where the line should come. Discussing different paint techniques etc. And then allow some time to dry the paint etc. BUt as said here, it's actually pretty clever.
