Also I like seeing how a 30 year old Tatra 813 with it's ancient 18 litre, N/A, aircooled V12 Diesel can still take on a brand new MB Actross or Ginaf CF and come out on top, despite the huge technology gap. It feels so much more sports-like when money is considerably less important than skill.

More or less, yes. To get a car to turn left all day, the suspension and chassis is set up in a way that the cars want to go left even on the straights, but for a road course they balance the setups. Generally teams will have many different cars at the shop for each year, but they'll only build two or three road course cars a year. Outide of the setup, the engines and bodywork are what you'd find on an oval.

For cars like his where the throttle is buried in the footwell then he basically has no other choice. How would you expect him to get his heel on the gas?

There's some room for customization, but it would still necessitate an unnatural split between gas and brake.
