Looks to me like a nobody with Jack's clothes and hair. (Zimmy did say - on the page after the one I linked - that sometimes real people don't have faces either, though that might not have been literal.)

I think Jack's capable of getting 'stuck' in the ether in a similar manner to Zimmy, which may have been referenced in the chapter with the power station. So maybe Zimmy's unable to see the pidgeon on top of Kat because she's currently not in her 'own' ether world anymore, but in Jack's. And seeing as Gamma touched Jack's face in the power station chapter, maybe he's one of those people who doesn't have a face.
