that's not roddenberry being cute. he literally thought that would be a powerful, compelling movie, and argued strenuously in favor of it. and when the studio rightfully kicked him off the throne and made The Wrath of Khan, Gene then spent the next five or six years hawking the same drat pitch over and over again, meanwhile building up a massive resentment complex about losing control which would later explode into a shitstorm of dysfunctionality, paranoia, accusation, and just general viciousness that somehow didn't completely implode TNG production
