Magneto definitely could just control minds at first, and then they tied it into his magnetism powers later, and eventually just sort of stopped using it. I believe Magneto had telepathic powers that he used for locating mutants in the very early days. (The Sub-Mariner also had the ability to shoot electricity. (Like an electric eel.))

In the 1960s, everything stuck to magnets, according to comics and sci fi movies. Reminds me of that bit from MST3K the movie (This Island Earth) where the people's hands get stuck to these rods and the woman shouts "These rods are magnetized!" and Crow (or whoever) says "Good thing our hands aren't made out of metal!"
