Lex muses for a second and says,"That's curious, that's how I feel about Supe-" just as Joker starts laughing his rear end off at Luthor.

For whatever reason, instead of taking the idea seriously, Doctor Doom basically pranks the FF by mind-controlling a horde of random D-list villains into attacking them a few at a time. At first the villains invade the Baxter Building, but then the FF goes to Washington DC to protest against a proposed super-hero registration act (oh the irony) and this happens: A little while later: And finally: Fantastic Four #335
