As far I know the ball is in play till it's motion is stopped or goes out of play. By your example a ball that hit the crossbar, bounced down onto the ground outside and then bounced back into the goal would not be awarded. (Which is what kind of happened here except it was a slow roll versus a fast bounce)

A penalty is over when the referee says it's over. I think there maybe used to be language about the energy of the ball being exhausted, but now it's totally the ref's call.
